Orange County Superior Court to Determine if Settlement of Class Action Lawsuit Involving General Relief Program Settlement is Fair and Reasonable

The County of Orange has reached agreement on a comprehensive set of changes that will be made to the County’s General Relief Program (GR). The detailed settlement of the recently filed class action lawsuit, Mankinen v. County of Orange, revises the County’s standards and procedures for General Relief applications, terminations, benefit amounts, and accommodations for persons with disabilities. General Relief provides a modest amount of cash assistance, generally around $300 per month, for adults who legally reside in Orange County and who do not have any other means of support. Plaintiffs in the lawsuit are represented by three public interest law firms – Western Center on Law & Poverty, The Public Interest Law Project, and Disability Rights Education & Defense Fund. O.C. Homelessness panel delays turning S.A. bus station into shelter

The OC Commission to End Homelessness voted to encourage the Orange County Transportation Authority (OCTA) to give the County and the City of Santa Ana more time to address the city’s concerns, with regard to turning a vacant bus station in downtown Santa Ana into a shelter for the homeless, according to the O.C. Board of Supervisors Chairman John Moorlach’s blog.

Moorlach wrote that “The original recommendation was simply to encourage the County to purchase the Santa Ana Transit Station. In an effort to provide good dialogue, I did reach out to Acting City Manager Paul Walters earlier this week to inform him of the agenda item at this morning’s meeting (Paul is also a member of the Commission). You can see from the Voice of OC what happened after the heads up. For the record, I abstained on the vote because I am on the Board of Supervisors and the Board of OCTA.” Continue reading→

Did the police murder of Kelly Thomas inspire Ocampo to kill homeless men?

Itzcoatl “Izzy” Ocampo, a resident of Yorba Linda, stands accused of four horrible murders – but I did not like the way O.C. District Attorney Tony Rackauckas went after him at his press conference. Ocampo served our country as a U.S. Marine – and by all accounts he was a good man before he left.

According to the OC Weekly, Rackauckas called Ocampo “a monster” and a “vicious killer”– but indicated he’s been “cooperative” with investigators. He also said, “There is no evidence that is he mentally ill.” Really? The Veterans Administration had diagnosed him with psychological problems. Continue reading→
