Supervisor Todd Spitzer Delivers Reward Money to Matthew Hay-Chapman for Helping in Apprehension in Jail Escapees

(Orange County, CA) – Supervisor Todd Spitzer delivered the $100,000 reward to Matthew Hay-Chapman today in Northern California. Hay-Chapman was the first to be identified as a potential reward recipient for providing information leading to the capture of escaped inmates Hossein Nayeri, Jonathan Tieu and Bac Duong, who are now in custody.

“Matthew Hay-Chapman described to me that he felt it was his ‘duty’ to report the escapees. His brave actions were a reflection of his character and I hope the reward will help him out,” said Supervisor Todd Spitzer. “The most important thing is that the jail escapees are recaptured.” Supervisor Todd Spitzer thanked the Orange County Sheriff’s Department for their assistance with coordinating the meeting with Hay-Chapman. Supervisor Todd Spitzer and Supervisor Andrew Do Demand OCERS to Cut Convicted Felon Carlos Bustamante’s Government Pension After Guilty Plea

(Orange County, CA) – Supervisor Todd Spitzer and Supervisor Andrew Do called on the Orange County Employees’ Retirement System (OCERS) to strip Carlos Bustamante of part of his taxpayer pension in light of his criminal conviction and sentence on three felony counts that include attempted sexual battery by restraint, stalking, and grand theft by false pretenses.

“The public is sick and tired of people like Bustamante and Former Sheriff Carona being convicted of felony conduct while in office and then riding off into the sunset with their full taxpayer paid for pensions,” said Supervisor Todd Spitzer. Continue reading→

County of Orange Selected to Attend National “Stepping Up” Summit

(Santa Ana, CA) – The County of Orange has been selected following a highly competitive process to participate in the National “Stepping Up” Summit aimed at reducing the prevalence of individuals with mental illnesses in jail, to be held in April in Washington DC.

The initiative was created last year by the National Association of Counties with partners from the Council of State Governments’ Justice Center and the American Psychiatric Association Foundation. The Orange County Board of Supervisors fully supported the initiative by approving a resolution in May 2015 to encourage efforts by the Sheriff’s Department and Health Care Agency to enhance collaboration toward reducing the number of people in jails
with mental illness and co-occurring substance use. Continue reading→

Supervisors Spitzer and Do: Reward Those Who Helped in Apprehension of Jail Escapees

(Orange County, CA) – Supervisors Todd Spitzer and Andrew Do directed the County to present rewards to those who helped with the capture of escaped inmates Hossein Nayeri, Jonathan Tieu and Bac Duong. Now in custody, the inmates had escaped from the Central Men’s Jail in Santa Ana.

The Agenda Staff Report prepared by Spitzer and Do, filed today, states that Matthew Charles Hay-Chapman provided specific information to law enforcement that directly led to the immediate apprehension of escaped inmates Hossein Nayeri and Jonathan Tieu and that he is therefore lawfully entitled to collect the reward for their capture. In addition, the Board will determine the amount of the reward for Mr. Hay-Chapman, up to $100,000. Continue reading→

The Orange County Board of Supervisors held a moment of silence for the 14 people who were killed and for those who were wounded in the recent attack in San Bernardino County.

“We share in the sorrow that a group of dedicated public service professionals were the victims of such horrible violence,” said Chairman Todd Spitzer. “We have offered our support to San Bernardino County, and we will reflect internally to increase employee safety by developing procedures and drilling for violent situations like a live shooter in the workplace.” Continue reading→

Supervisor Todd Spitzer Calls for Improvements at Armories

The County of Orange Armory Emergency Shelter Program is now open at the Fullerton Armory and Santa Ana Armory locations, and volunteers are needed.

“The Armories serve over 1200 clients who need our shelter, food and prayers. This service is needed during the cold weather season. I hope that we can do even better for our less fortunate,” said Supervisor Todd Spitzer. Continue reading→
