Supervisor Todd Spitzer Delivers Reward Money to Matthew Hay-Chapman for Helping in Apprehension in Jail Escapees
(Orange County, CA) – Supervisor Todd Spitzer delivered the $100,000 reward to Matthew Hay-Chapman today in Northern California. Hay-Chapman was the first to be identified as a potential reward recipient for providing information leading to the capture of escaped inmates Hossein Nayeri, Jonathan Tieu and Bac Duong, who are now in custody.
“Matthew Hay-Chapman described to me that he felt it was his ‘duty’ to report the escapees. His brave actions were a reflection of his character and I hope the reward will help him out,” said Supervisor Todd Spitzer. “The most important thing is that the jail escapees are recaptured.” Supervisor Todd Spitzer thanked the Orange County Sheriff’s Department for their assistance with coordinating the meeting with Hay-Chapman.
At the request of Supervisor Todd Spitzer and Supervisor Andrew Do the Board of Supervisors approved rewards for Matthew Hay-Chapman ($100,000), Armando Damian ($20,000), Hazel Javier ($15,000), and Jeffrey Aranda ($15,000). Each of the claimants have received their reward for providing information to the Orange County Sheriff’s Department during their investigation that assisted to the recapture of the escaped fugitives.
On a vote of urgency, Supervisor Todd Spitzer made the motion and Andrew Do seconded the motion to offer the financial reward for up to $150,000, for information leading to the apprehension of jail inmates at the January 26th Board meeting. The FBI and U.S. Marshals Service originally posted a separate $50,000 reward for information leading to the capture of the three men.
“Rewards have the potential to incentivize people to cooperate in an investigation when they might otherwise choose to stick their heads in the sand and not get involved. It was important to offer the reward based on apprehension and not a conviction to remove the immediate public safety threat, which was having escaped criminals at large,” said Supervisor Todd Spitzer. “I personally delivered the check to Hay-Chapman to make sure that government kept its promise.”
