Human Trafficking Crimes Gets Attention of State Lawmakers
Huff Legislation Targets the Demand Side of Human Trafficking
SACRAMENTO: Senator Bob Huff (R-San Dimas) took part in a special Informational Hearing today hosted by the Assembly Committee on Public Safety, where legislators shined a spotlight on the world’s fastest growing criminal enterprise. Human Trafficking: Identifying the Scope of the Problem and Potential Solutions focused on a modern day slavery problem that profits from the exploitation of our most vulnerable populations and is an estimated $32 billion-a-year global industry.
Senator Huff’s SB 420, which separates out sellers and purchasers of sex with children, was part of the hearing’s focus.
“I am gratified to see momentum continuing to build for this legislation that will finally put this important distinction into the penal code,” said Senator Huff. “My legislation is designed to collect accurate and verifiable data in order evaluate the problem, craft solutions and to direct existing resources.”
There is no distinction under current law between an adult who is selling, from the adult who is purchasing, or an adult who is purchasing a minor for sex. SB 420 will collect accurate and verifiable data with a focus on the buyers of sex, which can help shape future public policies, best practices, and provide accurate data necessary to direct existing services and law enforcement resources.
An impressive list of panelists shared insights that will help shape the direction of future legislation, including SB 420. Many who testified agreed that more needs to be done to help innocent children and adults ensnared in sexual slavery.
“The sad reality is that human trafficking is incredibly lucrative,” said Senator Huff. “You can sell a drug only once, but a human being can be used over and over again. Prostitution related crimes ensnare at-risk girls and boys who are enticed on the internet or found trying to survive on the streets. SB 420 is essential for providing the information that all parties need to combat a disturbing public safety enemy in our communities.”
