Do you want to give the Mayor of Fountain Valley more power? (Currently the Fountain Valley Mayor is Steve Nagel).
Currently, all five of the Fountain Valley City Council members have equal power on this.
If tomorrow night’s City Council vote on this is a “yes”, going forward with this and future City Councils, it will become subject to the Mayor’s interpretation instead of going before the entire 5 member City Council.
What am I speaking of?
It is the Tuesday, October 6, 2015 Fountain Valley City Council Meeting agenda item #8 titled “City Council Policy Against Harassment, Discrimination and Retaliation by Elected and Appointed Officials” (on pages 718-725). Here’s just one paragraph of it, per page 724:
The completed investigation report will be submitted to the Mayor who will review the factual information gathered through the investigation to determine whether the alleged conduct constitutes harassment, discrimination, or retaliation giving consideration to all factual information, the totality of the circumstances, including the nature of the conduct and the context in which the alleged incidents occurred. The Mayor may consult with and share the report with relevant staff members to assist the Mayor in his or her analysis of the investigation. The Mayor may meet independently with and interview any person deemed necessary and appropriate to evaluate the investigation. The Mayor will determine appropriate remedial action, if any, which may include, but is not limited to, moving to agendize a motion for censure in front of the City Council, mandatory harassment training paid by the individual, and payment for the cost of the investigation.
