Frank Kim Takes Helm as New County CEO
Mike Giancola Honored for His Leadership and Service
(Santa Ana, CA) — The Orange County Board of Supervisors welcomed new County Executive Officer Frank Kim to his first official day on the job after unanimously ratifying his contract and honoring outgoing CEO Mike Giancola.
Kim becomes the 11th county administrative officer since the position was created in 1967.
He was County Budget Director for five years before being named Chief Financial Officer in 2013.
“Frank Kim wasn’t here when Orange County filed bankruptcy but he left the private sector in 1995 to help reposition our financial situation,” said Chairman Todd Spitzer,
Third District Supervisor. “For two decades, he has worked closely with the Board to help the County move out of the bankruptcy and I look forward to seeing his leadership shape the next chapter in Orange County’s future.”
Since joining the County in 1995, Kim has served in a number of management roles with agencies including the County Executive Office, Auditor-Controller Department, OC Waste & Recycling and the Probation Department. Before starting his career with the
County, Kim worked as an internal auditor for American Restaurant Group and as a tax accountant for Arthur Anderson & Co.
The Board presented a special resolution thanking Giancola for more than 35 years of County employment, praising his leadership and vision while restructuring the County’s organizational management since becoming CEO in May 2013, as well as his previous service as Director of OC Waste & Recycling.
