A secret $300,000 study commissioned in 2011 by the CalOptima board of directors showed no serious management problems at the county’s health plan for low income, disabled and elderly residents, according to the Voice of OC.
At the time of the study, which was obtained by Voice of OC, Supervisor Janet Nguyen was pushing to take over the health plan’s board of directors. The study was conducted by the Costa Mesa law firm Theodora Oringher. Todd Theodora is one of Nguyen’s campaign contributors.
Despite being briefed weekly on the lack of findings during the study, Nguyen repeatedly claimed publicly there were severe problems at the $1.5-billion county health plan.

It is clearly time to call for Supervisor Nguyen to resign her post. Remember that the lawyer who prepared the CalOptima report, Todd Theodora, and his wife Tracy, each gave Nguyen $1,800 campaign contributions, the maximum allowed by law at the time. Eight days later on July 7, 2011, Nguyen voted to approve a $200,000 addition to Theodora’s contract, CalOptima board minutes show.
This is corruption on a level we have not seen before here in Orange County. That the OC GOP is saddled with Nguyen as their candidate for the 34th State Senate District is completely laughable. If they want to win that seat they need to give her the boot and find someone else to run instead.
