Senate Republican Leader Bob Huff (R-Diamond Bar) reviews the Governor’s budget proposal in his Capitol Comment for the week of January 6, 2013. At first glance, Senator Huff gives the budget plan a passing grade and claims he could support it with a few changes.
The Senate Republican Leader is concerned that the budget falls short of providing enough money to counties, who are bearing the brunt of the Governor’s early prison release program that is shifting felons from state prison to county jail cells. Crime rates, Senator Huff says, are rising after 20 years of decline, and California counties need more assistance than the state is offering.
Senator Huff also has concerns with the Governor’s proposal to fund the faltering High Speed Rail plan by shifting the Cap and Trade tax to help fund construction.
