The California Assembly Caucus announced their new promotions and changes in leadership this week. Guess what? Orange County Assembly Members Chris Norby and Allan Mansoor were entirely overlooked by their colleagues. Congratulations however to Don Wagner (R-Irvine) who is now the Deputy Republican Floor Manager, and Diane Harkey and Jim Silva who will continue in their previous leadership posts.

Assembly Republican Leader Conway Announces Promotions in Caucus Leadership Team
SACRAMENTO – Assembly Republican Leader Connie Conway, of Tulare, today announced key additions to her leadership team, appointing Assemblyman Mike Morrell, R-Rancho Cucamonga, and Assemblyman Paul Cook, R-Yucca Valley, as Republican Whips, Assemblyman Donald P. Wagner, R-Irvine, as Deputy Republican Floor Manager and Assemblyman Jeff Gorell, R-Camarillo, to a newly-created position as Republican Outreach Chair.
Conway also promoted Assemblyman Brian Jones, R-Santee, to the position of Assistant Republican Leader and Assemblywoman Kristin Olsen, R-Modesto, to Chief Republican Whip.

Changes to the Republican Leadership Team
Assistant Republican Leader: Assemblyman Brian Jones, R-Santee
Assistant Republican Leaders work with the Leader to focus and frame the debate, assisting in articulating the Caucus’ message and promoting policy.
Assemblyman Brian Jones, R-Santee, represents the 77th Assembly District and is presently the Vice Chair of the Assembly Human Services Committee. He also serves on the Assembly Legislative Ethics, Budget, Judiciary, and Water, Parks and Wildlife Committees, as well as the Select Committee on San Diego Trade, Tourism and Job Creation. Before his election to the Assembly, he served as a Member of the Santee City Council.
Chief Republican Whip: Assemblywoman Kristin Olsen, R-Modesto
Chief Republican Whips help devise legislative floor strategy and provide direction and guidance to the Republican Whips as they work to advance the Republican caucus position during Assembly floor sessions.
Assemblywoman Kristin Olsen, R-Modesto, represents the 25th Assembly District and is presently the Vice Chair of the Assembly Higher Education Committee. She also serves on the Assembly Insurance, Agriculture and Joint Sunset Review Committees. Before her election to the Assembly, she served on the Modesto City Council and worked as Assistant Vice President for Communications and Public Affairs at California State University, Stanislaus.
Republican Whip: Assemblyman Mike Morrell, R-Rancho Cucamonga and Assemblyman Paul Cook, R-Yucca Valley
Republican Whips are charged with mobilizing members vote on important legislation, acting as a liaison between members and leadership, and helping to coordinate strategy within the caucus.
Assemblyman Mike Morrell, R-Rancho Cucamonga, represents the 63rd Assembly District and is presently the Vice Chair of the Assembly Labor and Employment Committee. He also serves as a member of the Budget, the Banking and Finance, the Environmental Safety and Toxic Materials, the Jobs, Economic Development, and the Economy, and the Joint Sunset Review Committees. A small business owner for over 25 years, Assemblyman Morrell understands the issues faced by a wide range of individuals and industries and is committed to reigning in the tax and regulatory burdens in our state.
Assemblyman Paul Cook, R-Yucca Valley, represents the 65th Assembly District and is presently the Chairman of the Assembly Veterans Affairs Committee. He also serves as a member of the Accountability and Administrative Review Governmental Organization, and the Joint Sunset Review Committees. Assemblyman Cook served as an infantry officer and retired after 26 years as a Colonel in the US Marine Corps, earning a number of honors, including the Bronze Star and two Purple Hearts, for his actions in combat. After retiring from military service, he served on the Yucca Valley Town Council, and has taught various college level courses that include history, public administration, and political science at Copper Mountain College, Cal State University, San Bernardino, and UC Riverside.
Deputy Republican Floor Manager: Assemblyman Donald P. Wagner, R-Irvine
The Deputy Floor Manager works closely with the Assistant Republican Floor Leader helping to ensure the smooth operation of the business of the Legislature during Assembly session, and that common-sense measures receive full and fair consideration during legislative debate.
Assemblyman Donald P. Wagner, R-Irvine, represents the 70th Assembly District and is present the Vice Chair of the Assembly Judiciary Committee. He also serves as a member of the Aging and Long Term Care, Appropriations, Budget and Education Committees. Assemblyman Wagner previously served on the South Orange County Community College District Board of Trustees, where he was elected to three consecutive terms, and served an unprecedented six years as Board President. He is also a practicing attorney and is active in the Orange County business and legal communities.
Republican Outreach Chair: Assemblyman Jeff Gorell, R-Camarillo
The Republican Outreach Chair is a newly-created position within the Caucus Leadership Team, charged with coordinating the Caucus’s efforts to promote its legislative priorities and messaging beyond Sacramento, to local constituents, third party groups and non-traditional audiences for Republicans. Assemblyman Gorell will bring his extensive experience in communications and public affairs to oversee the Caucus outreach efforts.
Assemblyman Jeff Gorell, R-Camarillo, represents the 37th Assembly District and is presently a member of the Assembly Accountability and Administrative Review, Judiciary, Labor and Employment, Utilities and Commerce and Veterans Affairs Committees. A Lt. Commander (intelligence officer) in the United States Navy Reserve, he recently returned from a year-long active duty assignment in Afghanistan. Before his election to the Assembly, he owned his own regional public affairs firm, worked as communications director for the California Manufacturing and Technology Association and as a writer and press aide to Governor Pete Wilson. He has taught government and public policy at California Lutheran University since 2006.
