I received the post today from an anonymous source who entitled it “OC’s Daly Watch.” This watchdog has done a lot of homework – exposing Orange County Clerk-Recorder Tom Daly, who is also a Democratic candidate for the 69th Assembly District, for his money-wasting ways. Warning – you might be shocked by this expose!
Shortly after the Orange County Board of Supervisors order demotions and pay cuts, Clerk-Recorder Thomas Frances Daly promotes his Assistant Clerk-Recorder Renee Ramirez without competitive recruitment and with questionable merits.
According to county records we obtained, Clerk-Recorder Thomas Frances Daly, also an unofficial candidate for the 69th California Assembly District, has promoted his Assistant Clerk-Recorder Renee Ramirez from an Administrative Manager II position to an Administrative Manager III position. This shortly after a vote by the Orange County Board of Supervisors to demote Orange County’s Assistant Chief Executive Officer Rob Richardson and to also take away his $27,000 raise in response to an audit criticizing unjustified promotions and pay raises.
From what we can tell, no promotional recruitment was conducted. The promotion was somehow approved by someone in Central HR with the blessing of the incompetent Carl Crown and the apparently clueless County Executive Officer Thomas Mauk. How can this be justified?
The Clerk-Recorder Department is one of the smallest agencies in the County. It consists of 102 authorized positions and is headed by an elected official. This means that one of the smallest agencies in the County has two individuals who earn the salary of a department head. How can this be in this time of economic hardship and shrinking revenues for the Clerk-Recorder Department and most County agencies?
Is Tom Daly poking his thumb at the Board of Supervisors who vowed to get these promotions and raises under control. Were Rob Richardson and the other affected managers the sacrificial lambs for promotions and raises gone haywire? Or was it a vain attempt by the Board to appease an angry electorate after the scathing audit exposing these abuses?
We believe that this was a calculated move by the ever-so-shady Thomas Frances Daly. If you look at the County’s web page and look at its Compensation Report for FY 2010-11 you will see that Renee Ramirez is listed as the following:

Not bad for someone without a college education, a failed Clerk-Recorder campaign and with over site of a mere 101 employees. Compared to Rob Richardson whose decisions affect over 17,000 county employees and millions of County residents.
Daly will say that he is adjusting her pay to reflect that of similar positions held by managers in L.A. County and San Diego County. The difference is those two counties are bigger and are three offices consolidated into one. L.A. County is the Registrar/ Clerk and Recorder. San Diego County is the Assessor/Clerk and Recorder. They have a lot more duties and responsibilities than Renee Ramirez could ever have or handle.
The other question is why is Renee Ramirez’ name redacted? We believe she claims exemption from being listed on County Public Records request because she may be married to someone in law enforcement. But this is a person who ran for Clerk-Recorder 2010, so she made her name well known and public. She consistently appears on TV news reports and graces the pages of the Orange County Register. She is also listed on several of her department’s press releases as the point of contact. So why the exemption? Easy—this allows her to remain under the radar and from scrutiny for her promotions and unmerited raises.

Since Tom Daly became Renee’s boss in 2002 she went from making $33.25/hr to $56.76/hr or from $61,160 annual base salary in 2002 to $118,060 in 2010. Did you notice that a lot of the reasons for the pay increases were redacted from the public record??? This translates to a 52% increase in salary in 8 years!!! This during a span when most American tax payers have seen themselves fall from being middle class to being down and out. This is not counting her Christmas gift promotion to Administrative Manager III by Daly at tax payer’s expense. With her new promotion she can make anything from her current salary to $77.87/hr or $161,969 annual base salary. This with no recruitment or a real vetting process for Renee Ramirez and no input from the Board who represent the tax payers.
We feel that this can only mean the following:
Tom is pension spiking Renee’s salary.
Tom feels he is going to win the 69th Assembly District election and has already hand picked his successor.
This is hush money to Renee for something Tom Daly wants to keep secret?
After all, he is known to have employees in his office for up to two hours at a time behind closed doors. What are they doing? Just head over to any blog regarding Tom Daly and you will see what we mean.
Whatever it may be, the tax payers must be suspicious of this promotion especially so soon after the Board of Supervisors voted to demote some executives and reduce their pay. The Board should look into this to demonstrate to its constituents that it is serious about reigning in salaries
